The Kenya Cereal Enhancement Programme – Climate Resilient Agricultural Livelihoods Window (KCEP-CRAL) is a partnership between the Government of Kenya, the European Union and the International Fund for Agricultural Development (IFAD) including grant resources from the Adaptation of Smallholder Agriculture ProgrammeASAP. The Programme is expected to be completed in September 2022. It is implemented by Ministry of Agriculture and Irrigation and supervised by IFAD. The overall goal is to contribute to the reduction of rural poverty and food insecurity of smallholders in the targeted Counties by developing their economic potential while improving their natural resources management capacity and resilience to climate change in an increasingly fragile ecosystem.

Under the IFAD’s Social, Environmental and Climate Assessment Procedures (SECAP), KCEP-CRAL was classified as Category B program (at the time of design), as the potential negative social and environmental impacts of the Programme were expected to be of low significance and sensitivity. Furthermore, the strong focus on climate resilient investments were intended and expected to have multiple positive impacts on the environment and beneficiary communities' ability to cope with climate change. So, in line with SECAP and Government of Kenya’s Environmental Management and Co-ordination (Conservation of Biological Diversity and Resources, Access to Genetic Resources and Benefit Sharing) Regulations, 2006, an Environmental and Social Review Note (ESRN) was prepared during the design of KCEP-CRAL in 2014. The ESRN was based on information gathered during high-level meetings and field visits to the targeted counties in May and November 2014.

The Programme is seeking qualified short-term consulting firm(s) to update the ESRN and develop procedures and plans to ensure that the mitigation measures and monitoring requirements approved during the environmental compliance review are carried out during Programme implementation. The successful consulting firm will prepare a comprehensive Environmental, Climate and Social Management Plan (ECSMP), providing detailed preventive actions and/or mitigation measures recommended to eliminate, reduce or mitigate climate risks and the potential adverse environmental and social effects and impacts of the Programme interventions in the targeted Counties by ensuring compliance with both National and County regulations and policies.
